Lots of good ideas but if you want to do simple change and yet with a very profound impact on the POS warfare first :
Do away with reinforced mode. Kill the POS in one go, make it a lengthy process so defender can have a chance to defend. Really it makes no sense to have that mode, invincible base because it uses some fuel?!? And it would do away with abnormally large territories alliances can hold now(think BOB at their height), because you'd need to have people online to defend and you'd need to be close to be able to get there.
POS warfare would be much more fun and it would reduce blob drastically as the major blob factor is the reinforced exit timer. It would not be: gather at X hour with everything you got, but It would be a continuous process of keeping alert, having good overview of your systems, and when attack occurs scramble what defenses you have and call your allies to help. Think spontaneous modern warfare tactics and not the world war I trenches.
And as for no prior warning, attackers would still need to kill the cyno jammer to gain entry with their caps, and that would be your cue to start preparing for POS defense.
It would really put much more people into 0.0 as 1000 man alliance would be able to hold and effectively defend a lot smaller portion of their 0.0 empire. (This proposal many of the current 0.0 space holding alliances I believe wouldn't support because of the necessity to consolidate their POS and resources on a much smaller scale to be effective in defending it) This would open 0.0 to many empire dwellers and as one of econ blogs(I think) showed, 0.0 as it stands is practically in the hands of a small number of people comparing to the whole eve population.
Also alliance politics and shared comms would come into play a lot more as there would be many needed NAPs and lots of calls for assistance. Also Alliances would be forced into close connections with other TZ alliances or recruit people so they can cover all TZ.
POS spamming other posts have covered better, so I won't go into that.
What really is needed is to balance out how much of HP should be added or substracted from towers, modules etc., kill the reinforced mode and possibly change the way caps are being built as the risk might be too big with such a system and people would stop building Moms and titans. But hell, those are really high elite ships that select few will ever fly, and we are talking about the mental health of tens of thousands of people that are involved in current POS warfare and indirectly the amount of real ISK going into the CCP pocket.
Not like now when you get the dreaded timer and X alliances get 1000 ppl and Z alliances get 1300 ppl and we all know it turns into a very boring board game with loading times of 30 mins if even that. TBH who enjoys that?!?
